(5.). The Individual Two-Third Majority Vote Self-Government of Australia shall, subject to this Constitution,
have power to make laws for the peace, order, and good government of Australia with respect to: -
(5.1.) Trade and commerce with other countries, and among the States and Territory:
(5.2.) Taxation; but so as not to discriminate between States and Territories or parts of States or Territories:
(5.3.) Bounties on the production or export of goods, but so that such bounties shall be uniform throughout
Australia:
(5.4.) Borrowing money on the public credit of Australia:
(5.5.) Postal, telegraphic, telephonic, and other like services:
(5.6.) The naval and military defence of the Individual Two-Third Majority Vote Self-Government of Australia
and of the several States or Territories and the control of the forces to execute and maintain the laws of the Individual
Two-Third Majority Vote Self-Government of Australia.
(5.7.) Lighthouses, lightships, beacons and buoys:
(5.8.) Astronomical and meteorological observations:
(5.9.) Quarantine:
(5.10.) Fisheries in Australian waters beyond territorial limits:
(5.11.) Census and statistics:
(5.12.) Currency, coinage, and legal tender:
(5.13.) Banking, other than State or Territory banking; also State or Territory banking extending beyond
the limits of the State or Territory concerned, the incorporation of banks, and the issue of paper money:
(5.14.) Insurance, other than State or Territory insurance; also State and Territory insurance extending
beyond the limits of the State or Territory concerned:
(5.15.) Weights and measures:
(5.16.) Bills of exchanging and promissory notes:
(5.17.) Bankruptcy and insolvency:
(5.18.) Copyrights, patents of inventions and designs, and trade marks:
(5.19) Naturalisation and aliens:
(5.20.) Foreign corporations, and trading or financial corporations formed within the limits of the Individual
Two-Third Majority Vote Self-Government of Australia:
(5.21.) Marriage:
(5.22.) Divorce and matrimonial causes; and in relation thereto, parental rights, and the custody and guardianship
of infants:
(5.23.) Invalid and old-age pensions:
(5.24.) The provision of maternity allowances, widows' pensions, child endowment, unemployment, pharmaceutical,
sickness and hospital benefits, Medical and dental services (but not so as to authorize any form of civil conscription), benefits
to students and family allowances:
(5.25.) The service and execution throughout Australia of the civil and criminal process and the judgments
of the courts of the States and Territory:
(5.26.) The recognition throughout Australia of the laws, the public Acts and records, and the judicial proceedings
of the States and Territory:
(5.27.) Immigration and emigration:
(5.28.) The influx of criminals:
(5.29.) External Affairs:
(5.30) The relations of Australia with the islands of the Pacific:
(5.31.) The acquisition of property on just terms from any State or Territory or person for any purpose in
respect of which the Individual Two-Third Majority Vote Self-Government of Australia has power to make laws:
(5.32.) The control of railways with respect to transport for the naval and military purposes of Australia:
(5.33.) The acquisition, with the consent of a State or Territory, of any railways of the State or Territory
on terms arranged between Individual Two-Third Majority Vote Self-Government of Australia and the State or Territory:
(5.34.) Railway construction and extension in any State or Territory with the consent of that State or Territory:
(5.35.) Conciliation and arbitration for the prevention and settlement of industrial disputes extending beyond
the limits of any one State or Territory:
(5.36.) Matters in respect of which this Constitution makes provision until the Individual Two-Third Majority
Vote Self-Government of Australia otherwise provides:
(5.37.) Matters referred to the Individual Two-Third Majority Vote Self-Government of Australia
by the Individual Two-Third Majority Vote Self-Government of Australia of any States and Territory, but so that the law shall
extend only to States or Territory by the Individual Two-Third Majority Vote Self-Government of Australia the matter is referred,
or which afterwards adopt the law:
(5.38.) The exercise within Australia, at the request or with the concurrence of the Individual Two-Third
Majority Vote Self-Government of Australia of all the States or Territory directly concerned, of any power for which can at
the establishment of this Constitution be exercised only by the Individual Two-Third Majority Vote Self-Government of Australia:
(5.39.) The command in chief of the naval and military forces of Australia is vested in the Individual Two-Third
Majority Vote Self-Government of Australia.
(5.40.) On a date or dates after the establishment of the Individual Two-Third Majority Vote Self-Government
of Australia following Government Departments of the public service in each State and Territory shall be transferred to the
Individual Two-Third Majority Vote Self-Government of Australia: --
Posts, telegraphs, and telephones:
Naval and military defence:
Lighthouses, lightships, beacons, and buoys:
Quarantine.
(5.41.) But Government Departments of Customs and of Excise in each State and Territory shall become Transferred
to the Individual Two-Third Majority Vote Self-Government of Australia on it’s Establishment.
(5.42.) Public Servants may submit Issues of Concern within their Government Department for better and more
efficient Department, if the structure is introduced within any Government Department the Public Servant shall receive a One
(1.) off Payment of Six thousand dollars ($6,000.).
(5.43.) Public Servants that submit an Issue of Concern of Corruption within their or another Government
Department that shall lead to a conviction shall receive a One (1.) off Payment of Six thousand dollars ($6,000.).
(5.44.) Public Servant convicted of corruption within Government Departments shall loss all entitlement and
maybe Jailed.
(5.45.) Past and Present Act’s and Treaties shall be Debate within the Individual Two-Third Majority
Vote Self-Government of Australia.
