National, State, Territory Issues of Concern

(3.) National, State, Territory Issues of Concern shall be submitted by Local citizens from any State or Territory within Australia. 

(3.1.) All National, State or Territory Issue of Concern shall first be Directed to Whom or Where the Issue Originated if the Issue of Concern is not Resolved it may then be submitted as a National, State or Territory Issue of Concern Issue of Concern.

(3.2.) A National, State and Territory Issues of Concern shall be submitted by Telephone or an Issue of Concern (Form Yellow), in which shall have the Citizens Full Name, Tax File number, a Personal Five (5.) Digit, Numerals or Letters or Both as a Password, Where or Whom the Issue of Concern Originated as well as a Citizens Contactable Phone Number or Address.

(3.3.) To be eligible to submit Issues of Concern, enter a Debate or Vote you must be an Australian Citizen and Eighteen (18.) years of age or older.

(3.4.) To submit National, State and Territory Issues of Concern shall be submitted to the National Government Department in which the Issue of Concern is in context of.

(3.5.) National Issues of Concern shall need to Reach a Required Limit of One-Third Nationally, to be eligible for a Debate.

(3.6.) All State and Territory Issues of Concern shall need to Reach a Required Limit of One-Third or more of the Population within the State or Territory to be eligible for a National Debate.

(3.7.) A Debate of an Issue of Concern shall be Serviced and Structure by the Debate Department with Citizens directly involve in the Issue of Concern and shall be held at Old Parliament house Canberra.

(3.8.) All National, State and Territory Debates shall consist of:,

(1.) One (1.) Judicater

(2.) One (1.) National Departmental Head

(3.) One (1.) The National Department Issues of Concern Officer

(4.) Three  (3.) Scientists within the field of the Issue of Concern

(5.) Three (3.) Academics within the field of the Issue of Concern

(6.) Twenty-Five (25.) Citizens within the field of the Issue of Concern

(7.) No more than Two (2.), Citizen from each Individual Business within the Private Sector Directly involved within the Issue of Concern.

(3.9.) There shall be a Three- Hour (3.) Time limit within a Debate of an Issue of Concern.

(3.10.) The Issue of Concern shall have a Two-Third or more of the Majority of the Vote in Favour to be Amended or the Issue of Concern shall stay as is.

(3.11.) The Citizens within a Debate shall submit Three (3.) Proposed Amendments to the Issue of Concern.

(3.12.) The Citizens shall decide a Propose Amendment.

(3.13.) The A.B.C. Television and Radio Stations shall telecast all Debates and Votes.

(3.14.) Votes shall be submitted by Telephone, Free of charge to the Vote Department.

(3.15.) To submit a vote by Telephone shall be by entering the Citizens Tax File Number, Personal Identification Code and the Proposed Amendment One (1.), Two (2.) or Three (3.) by the Telephone Key Pad. 

(3.16.) All Votes shall be Counted Manual and electronically as Each Citizen submits a Vote.

(3.17.) A Citizen shall only submit One (1.), Vote within each Debate of an Issue of Concern.

(3.18.) A Citizen Unable to Vote on Medical Grounds or other reason shall make Prior Arrangements to the Vote Department within Four (4.) days Before a Vote.

(3.19.) Australian Citizens out-Side Australian Borders shall enter a Vote by Telephone, But shall make Prior arrangements to the Vote Department within (4.) days before a Vote.

(3.20.) Citizen involved within any illegal activities within the Individual Two-Third Majority Vote Self-Government of Australia or whilst entering an Issue of Concern, Debate or Vote shall be liable.
